The National Safety and Quality Primary and Community Healthcare Standards (Primary and Community Healthcare Standards) were launched in October 2021. They aim to protect the public from harm and improve the quality of health care delivered through a nationally consistent framework, which all primary and community healthcare services can apply when delivering health care. They describe elements shared by all safe, high-quality healthcare services. The commission has released the National Safety and Quality Primary and Community Healthcare Services (the Guide). The Guide provides practical support for healthcare services to implement the Primary and Community Healthcare Standards. It includes practical guidance and examples of evidence that can be used to implement the actions in a way that is appropriate to the healthcare service.

The Clinical Care Standard aims to reduce potentially preventable hospitalisations and improve overall outcomes for people with COPD by supporting best practices in assessing and managing COPD, including exacerbations. It also aims to increase consideration of the palliative care needs of people with COPD to support symptom management and improve quality of life.
The Chronic Obstructive Pulmonary Disease Clinical Care Standard contains:
- Ten quality statements describing safe and appropriate care.
- A set of indicators to support monitoring and quality improvement.
